According to CNN, the Biden administration has offered to exchange Viktor Bout, an ex-Soviet military officer who is serving 25 years in prison for charges which include conspiracy to kill American nationals and officers and conspiring to acquire and use anti-aircraft missiles, as part of a potential deal to secure the release of two Americans held by Russia, the U.S. National anthem boycotter Brittney Griner and former U.S. Marine Paul Whelan.
